Welcome to Helios Housing (“Helios,” “we,” “us,” or “our”). These Terms and Conditions constitute a legally binding agreement between you (“Resident,” “you,” or “your”) and Helios Housing governing your residency at any Helios Housing facility located in Spokane, Washington.
By submitting an application, paying any fees, or accepting residency at Helios Housing, you acknowledge that you have read, understood, and agree to be bound by all terms, conditions, policies, and rules outlined in this document and any incorporated materials.
Helios Housing is a transitional living facility providing structured, sober housing for men seeking recovery from substance use disorders and or reintegration after incarceration. We are not a licensed treatment facility, medical provider, or mental health services provider. We provide housing and peer support only.
To be eligible for residency at Helios Housing, you must:
Helios Housing complies with all applicable federal, state, and local fair housing laws. We do not discriminate on the basis of race, color, religion, national origin, sexual orientation, gender identity, or disability, provided such disability does not prevent compliance with program requirements or pose a direct threat to the health or safety of others.
This agreement grants you a license to occupy a shared or private room at a Helios Housing facility. It does not create a landlord-tenant relationship under Washington State law. Helios Housing is a transitional living program, and your residency is conditioned upon your continued compliance with program requirements.
Your residency is contingent upon active participation in the recovery-focused community, including but not limited to attending house meetings, following house rules, and engaging in personal recovery efforts.
Helios Housing does not guarantee housing for any specific duration. Continued residency is at the sole discretion of Helios Housing management and is dependent upon your compliance with all terms and conditions.
A non-refundable application fee of [Enter Amount] is required at the time of application submission.
A one-time, non-refundable administrative fee of $150.00 is due prior to or upon move-in.
Monthly rent of $700.00 is due on the 1st day of each month. Rent covers the license to occupy your assigned space and participation in the Helios Housing program.
Rent paid after the 5th day of the month will incur a $50.00 late fee. Rent not paid in full by the 10th day of the month will result in immediate termination of residency and initiation of eviction proceedings under Washington State law.
Residents moving in after the 1st of the month will pay prorated rent calculated at a daily rate for the remainder of that month.
Any payment returned for insufficient funds or any other reason will incur a $35.00 returned payment fee. Subsequent payments must be made by money order or certified funds.
Helios Housing reserves the right to modify fees, rent, and other charges upon 30 days written notice to current residents.
Residents must comply with all House Rules, which are incorporated into these Terms and Conditions by reference. Key rules include but are not limited to:
Helios Housing is a drug-free and alcohol-free environment. Possession or use of alcohol, illegal drugs, or prescription medications not prescribed to you is strictly prohibited and will result in immediate termination.
Residents consent to random, scheduled, and suspicion-based drug and alcohol testing. Refusal to submit to testing constitutes a positive test result. Positive test results will result in immediate termination.
House curfew is 9:00 PM to 6:00 AM daily. Residents must be inside the house during curfew hours unless prior approval has been granted by the Program Director and applicable supervision officer.
Quiet hours are observed from 9:00 PM to 8:00 AM daily. Residents must maintain noise levels that do not disturb other residents or neighbors.
No guests are permitted at any time for any reason. This includes family members, friends, significant others, and any other visitors.
Overnight absences require advance written approval from the Program Director and, if applicable, your Community Corrections Officer. Unauthorized overnight absences may result in termination.
No weapons of any kind are permitted on Helios Housing premises, including but not limited to firearms, knives with blades over three inches, or any item that could be used as a weapon.
Physical violence, threats of violence, or intimidation of any kind will result in immediate termination and may result in notification of law enforcement.
Residents must sign in and out each time they leave or return to the premises, noting destination and expected return time.
Residents must maintain their personal living areas and common areas in a clean and sanitary condition. Chores will be assigned and must be completed as directed.
Residents must respect the personal boundaries, privacy, and property of all other residents and staff.
All medications must be in their original prescription bottles with the resident’s name and current prescribing information. Medications must be approved by Helios Housing staff prior to move-in.
Medications must be stored in the resident’s personal living area, out of sight of other residents.
Residents must take medications as prescribed and must provide documentation from their physician if medications are changed or discontinued.
Sharing medications with any other person is strictly prohibited and will result in immediate termination.
Attendance at all scheduled house meetings is mandatory. Excused absences require prior approval from the Program Director.
Each resident will develop a personalized recovery plan and must actively work toward the goals identified in that plan.
Residents are expected to engage with recovery-focused community activities, treatment programs, or employment as appropriate to their individual circumstances.
Residents under supervision must comply with all requirements of their Community Corrections Officer and authorize Helios Housing to share progress updates with supervision authorities.
Residents are required to stay a minimum of 90 days. This requirement ensures sufficient time for recovery stabilization and program participation.
The expected transitional period is six months. This timeframe allows residents to establish stability, secure employment, and prepare for independent living.
Residents may request to extend their stay beyond six months. Extension requests must be submitted in writing at least 30 days prior to the anticipated move-out date and are subject to Program Director approval based on availability and continued compliance.
Residents planning to move out must provide at least 14 days written notice. This notice period allows for bed assignment planning and exit procedures.
The following actions constitute grounds for immediate termination without warning or opportunity to cure:

The Program Director retains sole discretion to determine whether any action warrants immediate termination or an opportunity to correct. This discretion is exercised to maintain the safety and stability of the recovery environment for all residents.
For residents who do not vacate voluntarily upon termination, Helios Housing will initiate eviction proceedings under Washington State law (RCW 59.12). Residents acknowledge that this agreement is a license to occupy, not a lease, and that they are subject to expedited eviction procedures applicable to transitional housing programs.
Residents wishing to withdraw from the program must:
Any personal property left after move-out date will be considered abandoned and may be disposed of immediately without further notice or liability to Helios Housing.
Fees and rent are non-refundable. No refunds will be issued for partial months or early move-outs.
Residents must familiarize themselves with emergency procedures including fire exits, evacuation routes, and emergency contact information.
Helios Housing staff are not medical providers. In case of medical emergency, residents or staff should call 911 immediately.
Residents with contagious illnesses must follow public health guidelines and may be required to isolate per Washington State Department of Health requirements.
Residents expressing thoughts of self-harm or suicide will receive immediate intervention including emergency services as appropriate. Helios Housing is not equipped to provide mental health crisis stabilization and such situations may necessitate transfer to appropriate facilities.
You acknowledge that recovery housing involves living with individuals in various stages of recovery. You assume all risks associated with communal living including but not limited to the risk of relapse by other residents, interpersonal conflicts, and exposure to behaviors inconsistent with program rules.
To the fullest extent permitted by Washington State law, you release Helios Housing, its owners, operators, employees, volunteers, and agents from any and all claims, demands, damages, or liabilities arising out of or related to your residency including but not limited to:
You agree to indemnify and hold harmless Helios Housing from any claims, damages, losses, or expenses arising out of your actions or omissions during your residency.
Helios Housing collects personal information including but not limited to identification documents, criminal history, medical history relevant to program participation, and supervision status. This information is used to determine eligibility and support your recovery.
You authorize Helios Housing to share information with:
While Helios Housing respects resident privacy, communal living environments limit expectations of privacy. Staff may enter common areas at any time and may enter resident rooms for inspections, health and safety checks, or if there is reasonable suspicion of rule violations.
Helios Housing is not a covered entity under the Health Insurance Portability and Accountability Act (HIPAA). However, we maintain confidentiality of protected health information to the extent required by applicable law.
This agreement is governed by the laws of the State of Washington. Any legal action arising from this agreement shall be brought in Spokane County, Washington.
Helios Housing complies with the Federal Fair Housing Act and the Washington Law Against Discrimination (RCW 49.60).
Residents acknowledge that transitional housing programs may be exempt from certain provisions of the Washington Residential Landlord-Tenant Act (RCW 59.18). This agreement establishes a license to occupy, not a tenancy.
Residents with criminal histories are eligible for consideration. Helios Housing complies with Washington State’s limits on consideration of criminal history in housing decisions.
Helios Housing will make reasonable accommodations for qualified individuals with disabilities upon request, provided such accommodations do not fundamentally alter the nature of the program or create an undue burden.
Helios Housing reserves the right to modify these Terms and Conditions and House Rules at any time without prior notice. Residents will be notified of material changes as soon as practicable.
Continued residency after modifications constitutes acceptance of the modified terms. If you do not agree to modifications, you may provide 14 days notice of intent to move out.
If any provision of these Terms and Conditions is found to be unenforceable or invalid under applicable law, that provision shall be limited or eliminated to the minimum extent necessary so that the remaining provisions remain in full force and effect.
These Terms and Conditions, together with the House Rules, application materials, and any addenda signed by the resident, constitute the entire agreement between Helios Housing and the resident. Any prior agreements, representations, or understandings are superseded by this document.
